In Preflight palette's flyout menu choose Define Profiles > Images and Objects > Non-Proportional Scaling of Placed Object

Link Info in Links palette shows percentage, also you can select placed imga with direct selection tool and find the same percentage in Control palette.
Global check is possible via script only, I guess.
