retail licensing annual or perpetual

I am looking to buy Photoshop elements 13 but a lot of the retail licenses state that is one user for one year my question is are the retail licenses only for one year or are they perpetual. If its only for year then im not interested as it sems expensive for what it is, can you advise?

Elements licenses are never annual.

Can you provide any links showing examples of this in relation to Photoshop Elements?

There are no subscription versions of Elements. Only perpetual licenses.
