What computer operating system is your Premiere Elements 12 running on? Have you updated 12 to 12.1 Update from an opened project's Help Menu/Update?
If not, please do so.
1. What are the properties including file extension of the source media that you are importing into the project? What are the brand/model/settings for the camera that recorded the video used for import?
2. What is your project preset?
3. After you have imported your video, do you hear sound in the Edit area of the program? Is it only in the exports that you are losing sound?
In the Edit area before export, are you adding narration from the Narration Tool to a Timeline that already has audio on a numbered audio track as well as soundtrack?
4. If only in the exports, what is your export choice in detail (Publish+Share/then what...?)
Let us start here and then decide what next.
I am using Windows XP (2002). I have not updated to 12.1 and will do so. The source media containing the audio is in .wmv, a second non-audio clip (picture-in-picture) is in .ts
There is sound when I edit the imported media, but it does not transfer the audio to the published final product.
The video was recorded on Google Glass, uploaded to my YouTube channel, and then downloaded as a .wmv file onto my computer. I do not know the project preset.
I am not adding any other audio (narration, music, effects, etc.)
I publish+share for computer in NTSC (MPEG2-DVD) although I am not trying to burn a DVD, only to use the video for a presentation on my computer.

I updated to Elements 12.1, and changed the settings to MPEG2 (1440x1080i25), but it still did not work...
Let us back up for a moment.
Are you having problems with the audio for exports for any file that you export or just for this wmv from the given source?
Depending on your answer, if you could send a sample of the video (one that would not invade your privacy) in a Dropbox link posted
in a reply in your thread, I will check it out with my Premiere Elements 12/12.1 and other versions of Premiere Elements.

This is the 2nd time I created a video file, and the audio did not work on the first project either. In the first case, I spliced a video clip with a still image, and in this case I created a picture-in-picture. Here is a link to the finished video:

I cannot get sound from that .wmv sample and have not found a way to convert it into another format that will have sound.
It is possible to record your Premiere Elements source file with different settings, example
Sample Rate = 48000 Hz instead of 96000 Hz
Audio Bitrate = 192 Kbps instead of 440 Kbps
Stereo is OK
Windows Audio 10 Professional is OK as the audio codec
and then import the file into Premiere Elements?
Still thinking about this.
