On what specific computer operating system is Premiere Elements 12 running? Have you updated 12 to 12.1 Update using an opened project's Help Menu/Update?
Do you really mean processor with 12 cores?
What are the properties of your source media? Brand, model, settings for camera recording the video would be very helpful.
And, what are the typical sizes of the projects which result with the out of memory messages?
Have you done an evaluation of your system memory with the Task Manager/Processes/Performance (Resource Monitor)?

The program I have not yet changed to version 12.1. I will make this now.
The files are jpg 4.5 MB and m2ts files. This M2ts files are approximately between 200 MB to 800 MB in size.
I am working with Windows 8.1 x 64.
The CPU is an Intel Core i7 3960X.
32 GB DDR3 RAM.
HDD 1 TB OCZ 350 SSD
for more "HDD". 2 TB, 3 TB
where can I perform the update for the program?

To update your Premiere Elements 12 to 12.1 Update, in an opened Premiere Elements 12 project, go to Help Menu/Update.
How many jpg files are you using in a project and what are their pixel dimensions (width in pixels and height in pixels at import)?
I am assuming that the video compression for the .m2ts is AVCHD (MPEG4 AVC/H.264). What is the typical duration of one of
these .m2ts files?
When the low memory message appears,
a. how many .m2ts files are on the Timeline
b. how many .jpeg files are on the Timeline
c. total duration of the mix?
