I'm running an HP Pavilion P6000 Series PC with AMD Athlon II X4 630 Processor 2 1 terabyte hard drives, 12 GB of DIMM running at 1066MHZ and an NVIDA GeForce GTX 650 TI video board. The operating systems is Windows 7 Home Premium Service Pack 1 With all the latest updates installed.
I had problems performing updates to PS in the past and get some help from tech support to overcome the problem. The following is the text exchange we had at that time to correct the issue I was having.

A shot in the dark here, but I found this worked with other "missing" filters. Go to Edit > Menus. From the Menu For: dropdown choose Application Menus. Scroll down (it's a long ride) to Sharpen and make sure the eyeball beside Shake Reduction is on. If it is and you don't see it in the Filters menu (which is what happened to me) I unchecked it, closed Photoshop, reopened Photoshop, turned the eyeball on, closed and reopened Photoshop again, and as if by magic ... Shake reduction was visible in the Filters menu.I have no idea why this happened in the first place, and I have no idea why this on/off trick worked, but I don't argue with success. Good Luck.

PixbyTed Nov 17, 2014 8:20 AM (in response to twilson163)I hate to just throw in suggestions. but Adobe staff expertise is in short supply on this forum, so as users we something just have to muddle along.
This is a wilder shot in the dark. These filters are very GPU dependent. I know that some of the Adobe engineers are infamous for being very flip and will tell you it is all your fault because your video drivers are not up to date. But maybe check for a video driver update first.
Then go to Preferences > Performance > GPU settings > Advanced. Make sure use Graphics Processor is checked (I think if your system lacks the ability it will be grayed). Click Advanced Settings and check the 3 boxes. One suggestion that has helped others is to change the drawing mode to Normal or Basic and back. Again it makes no sense, but it is like kicking that old TV set and magically it starts working.
