Photoshop has neither a method or means to preventing anything from accessing the internet. That is the job of security software. Make sure your firewall, anti-virus, and other such applications are not blocking any communications from Photoshop.

I have uninstalled all antivirus software and disabled the firewall as a first line of action anyway. Kubota tech support told me to contact adobe as I'm not the only one with this issue. Perhaps someone else has another idea?
I've tried the unclick and reclick allow extensions to access the internet work around to no avail. I have reinstalled my plugins too. No luck. My adobe products are up to date.

What's Kubota? You mention Kuler in the title?
Extensions are basically just plug-ins (different framework but the same concept). Allowing extensions has nothing to do with the internet, it just enables or disables extensions from showing up in Photoshop at all.
If this is a third-party extension we are talking about here, and if it worked in previous versions of Photoshop, what you may be encountering as a "bug" is that the latest version of Photoshop no longer supports Flash based add-ons. If this is Flash based, it will not work and Kubota will need to be re-written using HTML5 to work.

I'm only able to provide answers on the information you give me. I still don't know what Kubota is. But as I posted originally, Photoshop does not have any settings that can block or unblock access to the internet. So if internet access is being blocked, it is not anything that has to do with Photoshop. Do these panels actually provide an error message that says they are not able to connect to the internet? What version of Photoshop are you working with?

OK, now we're getting somewhere. Since you didn't mention anything, I could only assume that you were working with the current version of Photoshop, not something that is 5 years old and 4 versions back.
