apparently this card is not supported at this time because it has not been tested.

This is not Adobe. Rather user to user. For the answer that you seek, Adobe is the only one to answer that if you cannot find
your answer in its document
The major issue of Premiere Elements 10/NVIDIA GeForce has not been seen in versions other than 10.
Just because Adobe has not tested a particular device, card, or whatever, does not mean that it will not function.
Premiere Elements does have problems when the computer uses more than 1 video card/graphics card. The single
card detail may not be what you need if you are thinking about a combo video card/graphics card setup.

Remember that Premiere Elements, unlike Premiere Pro, does not benefit from the use of CUDA cards. So, if you are after the CUDA perks,
then you need to think Premiere Pro.
