You cannot move a clip from the Edit area monitor to the Timeline. When you write "monitor window", are you referring to the Preview Window that opens when you double click a file's thumbnail in Project Assets?
If that is the case, are you waiting for the audio imported to Project Assets to conform fully before you start to work with the import? See bottom right of Expert workspace and the appearance of a progress bar. See any conforming going on there?
Do you get sound for your clip if you drag it from Project Assets to the Timeline Video Track 1/Audio Track 1 rather than if you drag a trim from the Preview Window to the Timeline (as it appears you are doing).
Please review and consider, and then let me know if I have misinterpreted any of your problem description.

You are right, when I double click a file's thumbnail in Project Assets the Preview Window opens and I can play that "12 seconds" file with sound.
1. Clicking Right Mouse Button on the Preview Window gives me the possibility to insert that scene to the timeline, the clip apears on the timeline but the sound fails.
2. If I drag the clip from Project Assets to the Timeline Video Track 1/Audio Track 1, the sound fails also.
In both cases the AudioTrack 1 gives a straight line playing the clip on the timeline gives video but no sound.
3. Rendering the timeline has no effect on this problem.
4.A download of an on-line audio ambient music and placing it on the soundtrack gives sound when playing the timeline, also the volume setting etc. are correct I think.
Hoping for result because I have to demonstrate Elements 13 for our VideoClub (HAVIC - havicinfo.nl) next monday.

The problem is solved by reinstalling the software.

If the problem should reoccur (hope not), please consider deleting the Adobe Premiere Elements Prefs file and, if that does not work, then delete the whole 13.0 Folder in which it exists.

and, in the 13.0 Folder, is the Adobe Premiere Elements Prefs File that you delete. And, if that does not work, then delete the whole 13.0 Folder in which the Adobe Premiere Elements Prefs file exists. Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
