What computer operating system is your Premiere Elements 13 running on?
Were you aware of the Advanced button/Video Tab for the what you select under Presets?
There you can customize the preset...if you want 1080p50, example
with Presets = MP4 - H.264 1920 x 1080p25
then, under the Advanced Button/Video Tab of that preset, customize to 1080p50.
Please do not hesitate if you have questions or need clarification. We may need to review the full
details of your project (import, edit, export) if you are seeing irregularities beyond not being able to
set for 1080p50.

OS & hardware is not an issue. I work with Win 7 ultimate in 64bit with 16GB memory, SSD HDD and some RAID HDDs.

Is there a possibility to cross-grade my CS6 design premium in CS6 master?
With PremPro and AE I would have all i ever need.

I am not sure if I am targeting your question. If not, please let me know, and I will think about it some more.
There are at least 3 ways to create a slow motion effect in Premiere Elements 13 Expert workspace.
a. Time Stretch...right click the Timeline file, select Time Stretch and decrease the Speed %.
b. Time Remapping...Tools Menu/Time Remapping
c. Interpret Footage - right click the clip in Project Assets, select Interpret Footage, and, in the Interpret Footage dialog's Frame
Rate section, dot the "Assume this frame rate __________ fps" and type in the wanted frame rate.
Not sure how CS6 factors into this.
