I found Premiere Elements 12 to be one of the most challenging to sign in and open. So, please do not get discouraged as we work through
possible solutions. One solution has not fixed all.
What computer operating system is involved? For now, I am assuming Windows 7, 8, or 8.1 64 bit.

If none of that works, then we will try the generic approaches
a. deletion of the Adobe Premiere Elements Prefs file
b. uninstall/ccleaner run through/reinstall with antivirus and firewall(s) disabled.
But before we get to heavily into all of the above, let us rule in or out
a. Does the problem exist with and without the antivirus and firewall(s) disabled?
b. Are you running the computer using an Administrator account?
c. Do you have the latest version of QuickTime installed on your computer?
d. If you go Device Manager/Display Adapters on the computer, how many video cards/graphics cards do
you see listed there and what brand/model?
Let us start here and then decide what next. Please do not hesitate to ask questions and to ask for clarification. I
will present my questions another way if necessary and work on the troubleshooting in small chunks.
I have windows 7 64 bit... ATI RadeonHD 4200.. I tried everything you spoke of.. Nothing worked...

With regard to the video card/graphics card, ATI RadeonHD 4200, is the driver version up to date according to the web site of the manufacturer of the card?
Please assure that it is by going online to search for latest driver version for this card.
Depending on how things are going, we might consider creating a new User Account with Administrative Privileges and trying to install and run Premiere Elements 12 there.
If none of the above works, then we might consider obtaining free new installation files (I will go into details on that next.)
