It does not contain pictures, only information and small thumbnails, like the catalogs in museums. If you have the catalog for a museum and take it at home with you, that does not transfer the pictures...
So, what you want to do is to move files (or folders/subfolders of picture files) elsewhere, not the catalog.
Start with the 'Folders' view on the left panel, which shows the tree structure of your files.
You can drag and drop a folder with its subfolders elsewhere, including to another external drive, simply by drag and drop. For safety, I would do a full backup before. The move implies copying files, so that will take time, be patient.

If you drag and drop from the organizer as explained, the organizer tells your OS (explorer/finder) to do the move and at the same times updates the new location in the catalog. That way, files are not disconnected.

What I explained : the catalog (which is a folder) is moved where you want. Moving a catalog does not change its contents, especially the location of the referenced picture files.
Moving a catalog from the default location to an external USB drive storing all your media files is a comon task. That way, you can share your catalog and library between several computers having the same Elements version. Moving back from the external drive to the internal one after a full backup and restore to external drive is also useful so that all your catalogs (if you have several ones) are shown in the same location in the catalog manager, instead having to browse to the 'custom' location.

have PSE 10. I have purchased PSE 13 but have not installed it yet as I
thought I should take care of a few clean up items before doing this.

No, there is no easy way. See that faq from John R Ellis, it's still valid:

Note that Lightroom has the ability to merge catalogs.
