Set your Premiere Elements DVD output to a folder on your hard drive and then use the FREE Imgburn to burn the folder to disc for DVD... Premiere Elements 13 WILL write a DVD or BluRay to an ISO (send the author a PayPal donation if you like his program)

Read http://forums.adobe.com/thread/1322583 for notes on installing Imgburn WITHOUT any toolbar add-ons... Set Imgburn to use the slowest burn speed your drive and media will use... I set my burn speed to 1x and let Imgburn adjust to the actual minimum
Premiere Elements 13 on what computer operating system?
Are your computer burners
a. Blu-ray DVD CD type
b. DVD CD type
Three things to get out of the way although they are not high on my list of fixes for this type of issue...
1. Go to Edit Menu/Preferences/General and the preference related to Intel HD Graphics 2000 and Higher and determine if it makes a difference to the burner recognition issue if the preference is enabled or not.
2. Does the problem exist with and without the antivirus and firewall(s) enabled?
3. Delete the Adobe Premiere Elements Prefs file and, if necessary, the whole 13.0 Folder in which it exists. For now I am assuming you are working on Windows 7, 8, or 8.1 64 bit.

and in the 13.0 Folder is the Adobe Premiere Elements Prefs file that you delete. If that does not work, then delete the whole 13.0 Folder in which it exists.
Be sure to be working with Folder Option Show Hidden Files, Folders, and Drives active so that you can see the complete path cited.
How did you install the program - installation files from Adobe or installation disc from authorized reseller? This may come down to a uninstall, free ccleaner run through, and reinstall with antivirus and firewall(s) disabled.
Is this a "it worked before but not now" or "it never worked before" type issue? Are you getting any no plugin dll messages?
Let us start here and then decide what next?
Add On...There is one user who reported a particular codec fix for this type of problem. I will see if I can find those threads.
