You do not have a SEPARATE video card, but you do have a video CHIP on the motherboard or your laptop screen would be blank... so you should be able to use the program
Do you currently have a tryout version of Premiere Elements 12 or a purchased version? On what computer operating system?
In your Dell computer environment, when you go to Device Manager/Display Adapters and click on Display Adapters, how many video cards/graphics cards do you see listed there? What names? I am not familiar with a computer that "does not come with a video card".
It is not uncommon for Premiere Elements 12 to have its "Sign In" problems. So it is important for us to know what is happening...
a. you do not have the program and are planning ahead
b. you have the program and cannot install or create projects with it

Add On...For Premiere Elements, you do not need one of those special CUDA video cards/graphics which is used in Premiere Pro.
CUDA is not supported by Premiere Elements.
I have the purchased version of Elements 12. I have the disk. The Device manager/display adapters says ATI Radeon HD 3200 graphics. It runs off the mother board and doesn't have a separate graphics card. The Dell 486 has Windows 7 with 64 bits.
The organizer works...the video editor does not.
What you MAY need to do is update your ATI driver... from the vendor if that works, or from Dell if they have customized the driver

But, since you have PrE-12, have you tried and are you having problems?
Is the purchased Premiere Elements 12 still in its sealed packaging?
If you have not already, I would suggest that you install Premiere Elements 12 from the purchased installation disc
and evaluate its performance in your computer environment.
a. Does the program fail to install?
b. Do you get Display Card errors?
If you are worried about not being able to return 12 once the package is opened, then you can try the following

b. If the tryout performs well for you, then delete the tryout and install your purchased version with the purchased
