What file format?
It seems quite likely that you could open and edit the vector file with Adobe Illustrator.
thank you for your response... I only have photoshop..not illustrator. I want the ability to change colors in simple vector graphics... do you know?

Vector content created in Photoshop (or pasted as Paths/Shapes) can be edited in Photoshop fine but eps and ai files are a different matter.
When I download a vector graphic from shutterstock it is an eps file. I can choose a jpeg. Can you edit the colors with a jpeg? I have no plans to learn illustrator. If I can just change colors of simple graphics all my needs are fulfilled.

Yes, but you have no vector data outout anymore.
And as jpg is lossy compression the image quality deteriorates (though quite often imperceptibly).
If you don’t want to learn the tools to properly edit vector data that’s up to you.
so then what you are saying is that you can't edit the colors of a vector in photoshop? that is probably why I couldn't figure it out!! lol... so if I want to edit I need to use illustrator? This is all new to me

No, I am not saying that.
Vector Data is an option in Photoshop, for example Vector Masks or Type Layers.
But Photoshop can not disassemble an eps’ vector components and convert them to Photoshop vector content.
can you show us here the EPS as text file?
Normally it's very simple to change the colors of such an EPS with only two colors
by editing the text file directly, using for instance Wordpad.
Photoshop is still necessary for interpreting the EPS, which is in fact a program,
in order to judge the result.
