Because we don't think about a manual change of the picture. We would like to make it in an automatic way.
I explain better this concept: if I change the image in the chapter, this change is "automatically" applied in the summary.

I meant, if your image is anchored into your text frame, and a paragraph style is applied to it, so it will automatically be updated in the TOC.
However, depending on your doc layout, I understand it might not be so handy to use anchored image on the same line than your chapter title.
You might then create a new paragraph style for your image and set up your TOC in order to refer to this specific paragraph style.
I hope I made myself clear enough...
If by "dynamically" you mean without the need to manually update the TOC, then you cannot use the TOC feature built into ID. You should take a look at creating the TOC using Cross-Refernces.
