I'm new to indesign and I'm trying to figure out how to keep double hard stops when I export into reflowable epub files. I have a book of poetry and the double stops are used for stanza breaks so they're important.
Are the export or paragraph style options that I can set to keep these?

You add the additional space to the paragraph styles. Never use returns for adding line spacing.
You need, in this example, three paragraph styles.
1) for the heading - (say) 30pt Times bold with 44pt leading
2) for the first paragraph (say) 14pt Times roman with 28pt leading
3) for the second, and subsequent paragraphs, as above, but add 14pt Space Before.
This assumes you have a recent version of InDesign - CS6 and above - is recommended for reflowable ePubs.
