I'd like to be able to sync the personal dictionary between my desktop and laptop computers. Can I put the personal dictionary file in a Dropbox folder, for example?

One place to look would be in your personal .ini file,
C:\Documents and Settings\<uid>\Application Data\Adobe\FrameMaker\<release#>\maker.ini
If you don't see anything obvious there, investigate virtualizing the user.dct itself, found also in:
C:\Documents and Settings\<uid>\Application Data\Adobe\FrameMaker\<release#>\user.dct
Actual path and file name may vary with OS and FM version.
Windows might provide a file shortcut, mount point, or some other Active Directory means of turning a file, or heck, the whole directory, into something that points at Dropbox.
You say "cloud".
I say "cloud burst".
We see headlines at least monthly on cloud storage horror stories.
Be sure to back up that .dct.
