What version of Premiere Elements are you using and on what computer operating system is it running?

What describe the nature of this video intro? And, where and how did you build it?

Are you in disc menus, main and scene menu pages?

Are you in the Edit area with files on Video 1 and Video 2 at the beginning of your Timeline content?

Are you trying to remove the background that is incorporated into a video clip that you imported into the project?

We will look forward to your details which will help us to help you.

          Thank you.

              Thanks for the reply.

I am still not clear on what you have in your project's video intro whose background you want to change.

If you have a video clip characterized by a solid colored background, you can try fx Effects keying (Chroma Key) to create areas of

transparency where the solid color is....then background file to fill those areas goes on Video 1 and the video with the transparency goes

              on Video Track 2.

So, need more details from you.
