It appears that Premiere Elements does not import any metadata stored in a video clip. Must importantly it can't sort out when a video was created from the DateTimeOrginal, neither does it read any of the keywords stored in the file. All of those a readily available and can be viewed in other applications (Adobe Bridge). The organizer would be a lot more useful if it read and stored metadata. It always seems that different groups in Adobe aren't really talking to each other and each group invents its own standard for tagging...
What version of Premiere Elements/Elements Organizer are you using and on what computer operating system is it running?
In your evaluation of the situation, have you selected a video clip in Elements Organizer/Media/Information/Metadata and decided
the Metadata there were lacking in what you sought - also the Image Tags?

Not sure I understand your question. It appears that none of the clips I import show either tags for the keywords assigned or show the proper date from the (DateTimeOriginal or DateShot) but rather have the time of the when the clip was created (file time stamp). All of these things show up in Bridge but do not transfer into organizer. Nothing except the "Description" is read from the Exif tags.
