well usually it is. But it's the time remapping I cannot delete.
If I do the blur first, it works, but if I time remap after that,
this clip becomes invisible. If I do the time first, the blur wont work.
If you look at my screendump its a timeremapping also.
But as workaround you could nest the timeremapping and then add the blur.

now i undid the time remapping manually, and an entirely different part of the clip is showing.
When I use the arrows to jump accurately key to key on the time remap layer,
the play head jumps to something way beyond the clip and past the show
where I have never been, but 'delete" does not delete that key frame.
now i get this message with every "reply", even after refresh:
