Yes, but it's about 4 times slower and a lot more complicated. I'd concentrate on Premiere for the moment if I were you.
I'd love to use Premiere if I could just get it to stop crashing on startup. It has NEVER worked.
Sounds like it's time to pay a visit to the Premiere Pro forum. Be prepared with detailed information about your OS & Application version numbers, third-party cards, etc.

I have spent three hours with Adobe tech support and Premiere will still not load.
It's my observed experience that such matters often get solved sooner on the appropriate forum than through tech support. Not exactly a ringing endorsement of Adobe Tech Support, but you can still get help.
Try the Premiere Pro forum. Expect to provide a lot of details.
