Is this occurring in the editor when you use File -> Open?
Otherwise, please describe what you are doing.

Click on the short for Photo Elements 10
which goes to: "C:\Program Files (x86)\Adobe\Elements 10
Organizer\Photoshop Elements 10.0.exe"
Which opens the Welcome to Adobe Photoshop elements 10
Click on Edit
And it fails to open because unable to access the last used folder location.
This folder location is not accessible because it is not located on my
drive. I want to edit pictures in "My Picture" folder, but since it fails
to open the last used location, it will not start. And there is no way to
tell it to open in a different location.

I have tested using PSE 10 on my Windows 7 64bit and I'm not getting a failure.
When you select Edit, the editor should open but not select anything until you use File -> Open. I'm not sure why it is trying to open a file on loading in your system.
Rather than using the Welcome screen, try loading the editor directly by finding the following file.
"C:\Program Files (x86)\Adobe\Photoshop Elements 10\PhotoshopElementsEditor.exe"
I tend to create a shortcut to that file and use that to launch the editor.
Another thing to try is to reset the preferences.
Hold down the Ctrl, Shift & Alt keys when you click on the Edit button. Keep the keys held down and eventually a message box will pop up asking if you want to reset the preferences. The message box may hide behind other windows. When you find the message box, click on Yes to reset them.

This does not work. Attached screen capture. You click ok and the same error message appears, multiple times. It never launches the Elements editor!
I need to know how to tell Elements 10 to always open using the C: drive "My Pictures" folder. Not to go to the last used folder which may have been on a different drive which is not available.

if you want to test:
Create a folder on a separate hard drive D:.
create a picture there and edit using Element 10
Detach drive D from your computer
Then start the Element 10 editor and you will see the problem.

I did a test as you suggested - open an image on a removable drive, close the editor and took the removable offline. When I next went to the editor, it opened OK.
From the screen shot in message #5 above, I think that the fault is with SolidWorks. I am not familiar with that product but it seems to be a form of asset management and it can't open its database - is that on the removable?
Normally, the editor does not open any files when it loads except for it program files and any addins. Could SolidWorks be an addin?
See if this works to reset the preferences.
