Not a particularly useful answer? Sigh.
I'd guess you got a corrupted install ... note, I hope you didn't try and download/install multiple programs at the same time ... I did, once ... got this same thing on every program I downloaded over top of each other's process. Had to use the CC Cleaner app to uninstall (DON'T uninstall before running CC cleaner even though the instructions seem to tell you to! Let CC do the complete uninstall) each and every blessed one of the five programs and then re-boot and go back to the Creative Cloud app and download FRESH copies of each & install them.
Even if you weren't as impatient as I and downloaded each by itself, this still may be what you need to do.
Please launch Event Viewer on your computer and check the detailed error log for the crash. You can paste it here or attach a screenshot so that we can suggest further steps accordingly.
So, used the Adobe CC cleaner thing removed all of them, then installed only premiere (and encoder that came with it) that worked. Then one at a time installed and they worked.
