click on License this software option, choose not my Adobe ID and sign in.
Check if it is getting activated.

Click Gear icon on the top Right corner and Quit Creative Cloud App
Hold windows key on your keyboard and Press R key.
In Run window, type Appdata and click on Ok
Open Local > Adobe > OOBE folders
delete opm.db file.
Launch Creative Cloud desktop and sign in.
Disable Anti-virus for a while ( make sure to disable firewall option from anti-virus if available)
Then launch the products and try.
