Because you are using an older version of the software, it has not been tasted on Win 7. You can run a check on your search engine for any potential issues with DW CS3 on Win 7 and then take a call.

It's going to be outdated as soon as you start. DWCS3 has no support for html5 semantic mark-up, css3 (barely css2) and anything regarding Responsive Web Design techniques.
It's just too old.
If you don't plan to make your site using any of the current techniques, or plan on major amounts of hand coding, it should work fine though.
