TRy selecting a word with the select tool. If you can't then that's the problem. You can play around with the Drawing markups tools and do somewhat of a highlight. Use the box tool, draw the box around the text then adjust the color and opacity until you get what you want.

Adobe Reader does not have the capacity of character recognition hence, the texts in a scanned document cannot be highlighted.
In order to highlight the texts in a scanned document you first need to recognize the characters, you need Acrobat to do so.

Neither of the documents are scanned - so that can't be the problem.
I can push down the highlight button, and a small square appears - usually I then have to double click the word I want to highlight. But when I do that in the second document nothing happens :-(
