2) Adobe's move to a leasing program is the subject of much debate. There's plenty on here if you want to rant along with everyone else (I'm not happy about it either, but I recognize it's here to stay).
3) There's a purchase plan for $10 a month that gives you Photoshop and Lightroom. It's a great deal to be honest, other than the fact you're leasing your software. It's not going to get cheaper than that, so you might as well get Lightroom too (it will also give you access to the mobile platform, and you'll get free upgrades when new versions come out - such as LR6 which should be out Q1-ish of next year). If you want Photoshop and are going for the subscription model I'd recommend just doing it and accepting that you wasted money buying LR. Alternately, call up support and if the purchase was recent maybe they'll refund you if you sign up?
If it makes you feel better many of us are in the other boat. We bought Photoshop for $600+ and now are looking to pay a monthly fee to stay current. Personally I'm waiting until I feel I got my $600 out of it.
