Hi! We produce a weekly religious program for local television. The program is post-edited in Premier PRO and exported as a .mov H.264 file (which is what our station accepts). Closed captioning is embedded in the file. Everything is working great but here is my dilemma. We are expanding to other markets soon and need a new workflow to distribute the program. I want to push each program to our FTP for local churches to download, edit in their own end-tag, etc, re-render and push to their local station's FTP. We need a cost effective way to do this. My question is: will Premiere ELEMENTS export to .mov H.264 and will the captioning embedded in the original file be preserved in the new export?
There is no closed captioning feature in Premiere Elements (any version). You can create subtitles in Premiere Elements, but they are On and cannot be turned Off and On and Off as with closed captioning.
I suspect that, if you import into Premiere Elements a file that was created with closed captioning in another program and export it as H.264.mov, you will probably end up with titles that are On, not able to be turned Off, On, Off.

I have not found any FTP upload opportunitity in any of the recent Premiere Elements versions.
