As long as I can remember the last frame is black (as its the first next to the last of the clip)
What exactly do you want to do. Maybe there is another way.
Set the out point of your timeline to end on the last frame or wherever you want it to stop.
We use the time line for play though as well as editing, and we can have multiple clips on one timeline with a space in between to seperate each clip.
With FCP you could plaay any of the clips, then when it reached the end it paused on the last frame, then you could manually move on to the next clip.
However with Premiere it will play a clip and then go to black before you manually move on to the next clip in the same time line.

I see what you mean. You cannot change that behavior in the timeline.
As workaround double click on the clip and it opens in the source monitor.
If you now hit play-in-to-out it will stop on the last frame.
Okay no worries.
It's good just to know if it was possible or not.
We have found a way around this and its not the end of the world!
