You should mention which drawing surface and model number that you use for better help. And you should be certain you're using the latest drivers for it.
There have been several similar issues reported here with tablets and several fixes applied in patches so be sure you check Adobe Creative Cloud to see if there's an update available for Flash Pro CC 2014. If there is an update there's a good chance the issue will be solved.
You may find that the previous version of Flash will work on your tablet. It's available on the creative cloud as a separate download. This is an ongoing problem with CC 2014, and I'm sure Adobe is aware of it by now.
Where is it? I'm having some serious issues since the latest update, and would love the download an older version!

- Mapping mode set for the tablet ,Is it PEN mode or MOUSE mode.
Also check what is the compatibility mode set : RightClick the FlashPro Application Shortcut -> Properties > Compatibility and checking the "Disable display scaling on high DPI settings" option.
There was similar issue reported on Re: Sensibility on flash cc 2014. Check if this helps.
The old version of Flash is on the creative cloud and is just called Flash CC, as opposed to Flash CC *2014*.

You can update your Flash CC 2014 build by just going to Help>Updates or through Creative Cloud App.
