    Pay as you use?

I Downloaded Photoshop, Ilustrator and InDesign, which I have always had copies of on my computers.

I Also downloaded After Effects because I plan on using it and having it available now means I can pop in learn the app.

If I am not currently using Illustrator or After Effects is there any way I can turn them off to reduce my monthly payment until I start using them?

          No.

Creative Cloud full membership is not priced per app being used.

It is a flat fee per month every month for the entire deal: whether you use one app, many apps or all apps.

The only way to make it cheaper per app is a Single App subscription for $20/month per app. If you need 3 or more apps then full membership is the way to go.
