An update... And any help is greatly appreciated.
The problem above seems to be just the tip if the issue. Lightroom seems to be blocked from all internet communications. I cannot upload photos to smug via either of 2 Smugmug plugins. And all has been working for a long time. Any ideas of anything that could be blocking lightroom from the internet would be welcomed. I have Eset and I have shut down my firewall and it does not help.

We have seen some instances on Windows where a user’s settings do not have TLS support enabled and in this case the user will be unable to connect to certain servers. This can be fixed by:
1. On the Internet Explorer Tools menu, click Internet Options.
2. In the Internet Options dialog box, click the Advanced tab.
3. In the Security category, check Use TLS 1.0, Use TLS 1.1, and Use TLS 1.2 (if available).
4. Note It is important to check consecutive versions. Not selecting consecutive versions (e.g. checking TLS 1.0 and 1.2, but not checking 1.1) could result in connection errors.
5. Click OK
Let me know if it's now working.
Guido, all three were checked. In addition to Lightroom Mobile not seeing the internet, my plug-ins for Smugmug have stopped working. It does seem that the plugins can communicate outbound (a new gallery was created on SmugMug) but it errors out in Lightroom. Still looking at other possibilities.

I have the exact same problem having just started using Lightroom Mobile, or tried to. Furthermore, when I go into Edit Preferences and the Lightroom Mobile tab I get exactly the same result when I try to 'sign in'. When I try to 'Join' I'm told that this is a trial version of Lightroom which will expire within 30 days. This is despite me subscribing to the Photography Plan for many months.
are you by any chance logged in as a different user? If you go to e.g. lightroom.adobe.com - are you logged in with the subscription account?
Btw, it's not clear if you tried to edit the TLS settings nor if you are on Windows or OSX.
Ignacio, I routinely use Firefox rather that IE so had not edited the TLS settings but now I have & lo and behold I can now sign into Lightroom mobile. I bow to your great knowledge and thanks for your help

I had exactly the same problem on windows 10 (also no connection smugmug plugin) . The TLS solution did not work for me.
What finally did work was:
- Run Command prompt as admin
- Then enter the following commands:
- netsh winsock reset Enter.
- netsh int ip reset Enter.
- ipconfig /release Enter.
- ipconfig /renew Enter.
- ipconfig /flushdns Enter.
After this everuthing worked again.
