What version of Premiere Elements are you using and on what computer operating system is it running?
Do you have this menu problem with all your menus and projects or is the problem with one menu and one particular project?
What is the project preset that you set (manually) or that the program set (automatically) for this project?
What are the properties of your source media? How many Timeline menu markers are you placing and have you left a few frames between each so
that you do not have a marker essentially on top of another?
What is the name of one of the disc menus involved in the problem? Does the thumbnail for the menu have "HD" in its upper right corner?

To make sure that some settings have not been corrupted, let us delete the Adobe Premiere Elements Prefs file, and, if necessary, the whole folder
in which it exists. If you supply the necessary details (Premiere Elements version and computer operating system), I can tell you how to find and delete this file or that folder.
