I can not find tune in and tune out in for videoclips and soundclips for premiere elements 13? Where can I find a manual for this program?

I'm not sure what you mean by "tune in and tune out". Do you mean "fade"? If so, select the clip in the timeline, right click and it will be about half way down the list.

Yes, I mean fade in and out. It's a problem to have the programs in Swedish and guess the corresponding names in English.
In page 122 in the reference you referred to is
If you simply want to fade to black, click the Fade In or Fade Out option in the Applied Effects panel.
I copied and pasted and then I couldn't write any more there! I wonder where that Applied Effects panel is? I have down on the screen fx Effekter, but there I cannot find any fading.
What language version of Premiere Elements 13 do you have?
If there is a Swedish version and you have it, you might try to obtain the Premiere Elements 13 Help PDF from the Help Menu of your program to determine if
you can obtain a Swedish version Help PDF that way.
If your target is fade in and fade out of out, perhaps some screenshots may be of help even if they are from an English version Premiere Elements....
Using Shortcut with both video and audio selected...
Instead of shortcuts, you can select your clip, and go to Applied Effects Tab/Applied Effects Palette/Opacity Panel
expanded and use the Fade options there.
After you apply a Fade, a white dot (keyframe) will be placed on the clip's "rubberband" which is the orange
line that runs horizontally across the clip.
More on the above if needed. If you are applying Time Stretch to the clip as well as Fades there can be complications.

I have used Premiere Elements 12/12.1 to demonstrate the location of the Fades opportunities. Same as in 13.
Add On...Make sure that your Timeline clip is selected so that you will see the full route to the Opacity Panel expanded.
