I am sorry, but i tried and it didn't work. I have windows 8.1 and i think i need someone who can do it for me, because it is something i have no knowledge of.
And Adobe does not give any support on the phone for this product and online. What they give me I already tried.
I cannot use is after 30 days because it is not validated.
I have elements 13, by the way.
Did you purchase Premiere Elements 13 from Adobe direct? If so, you can get your money back within 30 days of purchase.
I can post an Adobe Chat Orders link for that if necessary.
Did Adobe Chat or any of its representatives offer to do a remote control of computer troubleshooting to get to the core of your
problem? We in this user to user forum cannot do that, Adobe Chat might. But, again, we are not Adobe.
Do you have a computer shop or an associate with computer software knowledge who can assist you on this matter?
Excuse the question, but I do not want to take anything for granted. Are you sure that you have the right serial number and are
entering it correctly
Just to summarize...
a. In the hosts file....you saw nothing but the default entries
b. You download and installed the Adobe Application Manager and that did not solve the problem
c. You renamed the SLCache and SLStore Folders and that did not help
But, can you disable the antivirus and firewall(s) to see if resolves the issue in anyway?
What antivirus program does your computer use?
I purchased Premiere and Photoshop elements 13 on Adobe his site. I need this program to work, because I made several things on it and need to get i complete.
The chat does not work at the moment, but when i did had a chat that person said i needed t ocall. but when I call they say they cannot help me en need to go to the forrum or chat. So that is not a solution.
I do not know anyone with this knowledge, that is my problem.
I have the right serial numbers, because the programms work. I onlu need them to validate the serialnumber. I can work with it but not after 30 days if i do not validate it.
Answer to your questions:
1. hosts files
I change it but the computer says i am not authorized to change it.
2. adobe aplication manager
download it but did not help
3. slcache and slstor
I change slcache and slstore but then the programm did not work at all. so i changed it back what it was.
I also but the firewall off and that did not work either. As I said, I already tried everything.
But the antivirus i use is mcafee live safe internet security.

McAfee is a particular problematic antivirus for Premiere Elements versions. From what I have read, it controls the antivirus
and firewall(s) together so that you cannot disable one without the other. I do not know if you want to push this to the extreme
of uninstalling McAfee for a short period of time to determine if that makes any difference to the serial number validation issue.
Have you been disabling it or uninstalling it with the troubleshooting that you have done so far.
Is your computer a desktop or laptop? If laptop, can you visit someone with a laptop with an Internet connect and connect to
that Wifi? Not sure if a public library computer room would serve the purpose?
If you go to the computer's Manage/Event Manager/Windows Logs and its Applications, do you see anything in the list of errors and warnings descriptions that relates specifically to the time of your use of Premiere Elements?
I will think about this some more.

I think I found a solution, but I will know for sure after 7 days if it still works.
As I said earlier I could not change the hosts files. Well I managed to change the administrator to get fully acces. Only for that document.
What I did was go to %systemroot%\system32\drivers\etc and click on OK.
After that I clicked on right mouse button, security, click on change or edit, choose above for adminstrators and below you will click on full controle.
When I did that all the other choices are allowed. Then I clicked on OK and after that I could change my host file.
For know it works and I do not see any fault that I can not verify the serialnumber. I hope it is going to stay that way.
Maybe this solution will work for someone else to.
