If the camera(s) are not supported by 6.7, then you can use the 8.7 dng converter to convert the files to dng copies, which photoshop cs5 should then be able to open.

The PC definitely has the Camera Raw 6.7 update installed. The camera is also listed in the supported cameras.
Haven't used the DNG Converter yet but is that now the only option left?
Yes, if the exact, specific camera models are not supported by ACR 6.7.
You have not bothered to specify which camera models generated those files. NEF, ORF, CR2 are utterly irrelevant, as each camera generates a different flavor of NEF, ORF and CR2 files.
So after all that the user has just told me that the camera model is not the one that she thought it was
So the DNG converter will be the way to go.
