1.37 TB free of 2 TB HD
Only got Chrome browser open.
This never happened on the LR5 boxed version I had. I have just purchased the CC version and that's when it started.
Are you using Lightroom that was installed from the creative cloud manager? Or, are you still using a previously installed standalone version of Lightroom?
I am now using the one installed by CC.
I don't have that problem. I'm using the creative cloud versions as well. My only suggestion would be for you to delete your preferences file and see if that fixes the problem.
I have deleted the file and things are OK.
I replaced the file, and things are still OK.
Maybe LR just needed to be closed and re-opened with the width of the tool bars set to the desired size, before the sliders would behave normally?? Who knows?

I'm glad things worked for you. You didn't need to replace the file. After you delete the old one Lightroom automatically creates a new one. But if all is well then great.
I am seeing the same problem. Closing and re-opening LR reduces the problem, but there is still a slight (~0.05) change in the value when the slider is clicked on. More disturbing, resizing the right panel brings the problem back, with very large jumps. For example, my Exposure value changed +5 units when I clicked on the slider after widening the panel.

Problem happens with either Apple Magic Mouse or Wacom Intuos tablet (with the latest driver, 6.3.10w2)
Edit: Deleting the Preferences file did not solve the problem.
