I'm curious if anyone has this same issue. Whenever I start Photoshop CC, the program basically hangs for a number of good seconds (mouse is responsive, but I can't click on any UI elements or anything). I get the feeling that it has something to do with the program trying to seek something out on a network or share that isn't there, but I haven't been able to narrow anything down.
I don't know what OS you have, but perhaps a Prefs reset will clear it.
Hold down Ctrl-alt-shift or Cmd-opt-shift (for Macs) and start Photoshop. When asked to delete the settings file, answer "Yes".
