Creating a new hyperlink (or from URL) should work if correctly applied to your text.
Maybe it has something to do with your URL (special characters?)

This issue happens with all URLs, no matter if they have special characters or not. Maybe I should clarify, in the "edit mode", InDesign recognizes the complete URL. But, when I export to PDF, only the first half of the hyperlink remains. (I have a similar issue with Word... where the complete link works in Word but is truncated when the document becomes a PDF.)
Indesign "splits" the URL when you don't use the hyperlink panel and let InDesign generate automatically the link.
However, if you select your entire text, and generate yourself the hyperlink through the hyperlink panel (by using the "create from URL" option, for instance), it should work properly...
ok, I finally figured it out. I was using company presets to export to PDF which did not allow for the hyperlink box to be checked off (in the export dialog box). I now use presets that have the hyperlink box checked off... and it works! Thanks.
