I installed cs6 again to show the difference to make it more clear, because it´s hard to see i guess.
Hope someone knows where i should look for,
On the left CS6 and on the right CC
A big difference in the scale of starting screen ( the rest of CC is just fine and small like I had in CS6, except now in AE )
In CC i can see less layers, so the lay out is taking up more space.
In CC Biggers panels, biggers font, less effects to show - so more scrolling
In all the other CC software the fonts are good, it all looks like CS6 but in AE it looks like there is some issue in internal scaling or resolution problem ...
What kind of a display do you have? What OS down to the last decimal point.
I'll take a stab that it's Win 7 SP1.
Im using 1920x1080 resolution, or do you mean something else ?
But than still, why only a difference in AE and not in PS or AI.

I am using Windows 7 SP 1 too, and I have the same issue. Changing the whole windows interface to 100% (tiny) fixes it, AE 13.2 starts looking like it should, same scale as Photoshop, Illustrator, and everything, but at the cost of having everything else uncomfortable at windows.
This is clearly NOT an acceptable workaround, and it's clearly After Effects' inability to detect your UI size correctly like the rest of the suite does (or at least, take notice of the UI SCALE FACTOR override). I really hope it gets fixed in the upcoming 13.5!
