can I use a photoshop mask in premiere

in review of the "canned" effects I want to apply more "blur" in a video clip.

I was wondering of there is a way to apply an "mask" or "cookie cutter shape"  from photoshop and apply it to a video clip?

      Can this be done?

If not how can I make a customized effect in  premiere elements?

my objective is to overlay one video clip with another.  But I want to be smaller in the corner (cropped) and have all the edges blurred.

      any assistance would be appreciated.

      thanks .

What version of Premiere Elements are you using and on what computer operating system is it running?

Please refer to Adobe document regarding Effects References.

Lots of possibilities, some including garbage mattes and track matte keying.

          Video Track 3 Matte

          a. Shape created in Titler

          b. Cookie Cutter Shape (solid color white) from Photoshop Elements

Video 2. Video or photo with Track Matte applied and in setup for Matte = Video 3.

Video 1  Video or photo background on which shaped image will appear...can be sized and repositioned.

Does that sound like what you seek? More details to be supplied if necessary.
