I figured out my problem. I had the Motion Menu Button checked on each scene marker. After taking that off it works perfectly.

However, your issue and what you feel fixed the problem do not match up. So, if you need to revisit this problem again, please
do not hesitate to ask questions.
a. Application of Motion Button to the menu marker should not interfere from navigating the menus from page to page with the next and
the previous buttons.
b. Was the Motion Button option used for all the menu markers whether they were stills or videos?

If you click on a scene in the Scene Selection page, it will play that scene and then move on to the next which may or
may not be on the same Scene Selection page. That happens until the scene that you clicked on is the last scene. Then
the viewer will be returned to the main menu after the clicked on scene is finished playing.
Please review and consider.
I used the Motion button for all of the scene markers and not sure if that was too many which caused the problem with navigating. Each scene marker was video which represented a point I wanted to be able to navigate to after burning the DVD. After removing the Motion button from all the scenes it fixed the problem.
The navigation problem between scenes was even apparent when I tried to preview the movie within Premiere Elements. Basically I could see all the scenes and text from the first scene selection page and when I tried to advance to the next scene page it would not.
