Did you find resolution to this problem? I am trying to build playlist kind of application and have the same problem.
In my application I was catching the playheadtimer update, and basically if the playhead time stays the same (i.e. the video is not playing), but the video is "playing" (i.e. not paused or complete), then the video is over. You have to maintain some extra state and variables, but it's not too bad.
It's a hack, but the "complete" event is not firing when it clearly should be, so I had no choice but to resort to a hack... Hopefully Adobe will fix this blatant bug or let us know what's going on.

In my case it doesn't stop. It just rewind to the beginning and starts playing again. I am monitoring stateChange event,but state never gets to REWINDING. The strangest thing is that complete event fires in IE7 and Firefox on Vista x64, but it doesn't on Windows XP IE6 ( I have virtual mashine for it).
I rewrote everything using NetConnection,NetStream, Video. It's little bit more complex, but always working. I guess VideoDisplay component is not yet ready for production usage.
