You gave me an idea to where to look for. I found a video by David Blatner on Youtube that actually worked without any environment modification from the Creative Cloud and the current application preferences.
The steps are
RENAMING THE FOLLOWING FOLDERS "fr_FR" for French
C:\Program Files\Adobe\Adobe InDesign CC 2014\Presets\InDesign Workspaces\fr_FR
C:\Program Files\Adobe\Adobe InDesign CC 2014\Presets\InDesign Shortcut Sets\fr_FR
TO "en_US" for English
C:\Program Files\Adobe\Adobe InDesign CC 2014\Presets\InDesign Workspaces\en_US
C:\Program Files\Adobe\Adobe InDesign CC 2014\Presets\InDesign Shortcut Sets\en_US
The workplace is not set we need
under Window menu
select Workspace Clic on "Avancée"
the workplace with the tool bar are back

There is a bug when installing the new language. Some of the keyboard's buttons do not work, for instance; the Backspace did not respond when it is pressed. I will search for another id
Yes, I had the same when changing from nl_NL to en_US, suddenly backspace and some other keyboard shortcuts stopped working.
Would be nice if Adobe could add a "select interface language" option somewhere... *hint* *it's been asked for before*.
And that somewher being in the creative cloud app preferences... which of course doesn't actually change anything.

Well changing the language of the applications in the Creative Cloud app DOES work, but you need to reinstall the apllications (and beter make sure to do a "deinstall, reboot, install" in windows.
creative cloud--->preferences--->apps--->app language---> choose the language you want
And then reinstall the application
