I'm trying to demo Premiere Elements 13, but the application will not start. Windows returns this:

I'm running windows 8.1. Uninstall/reinstall did not help. I have two gpus and have updated drivers for each. (Intel HD Graphics 4000/AMD Radeon HD 7700)
Premiere Elements 13 on Windows 8.1 (assumed 64 bit).
Premiere Elements can have problems when run on a computer with more than 1 video card/graphics card. Can you disable the AMD card and just go with the Intel HD Graphics 4000 and see if that resolves the problem?
I went looking online for any prior reports on this situation. The following is not a Premiere Elements answer to a Premiere Elements question but it may give you a lead for a AMD card driver problem which may be triggering the Premiere Elements 13 situation.
