John, I have CC Cleaner installed. But, when I go to Tools > Uninstall, PS is not on the installed programs list.
It has gone invisible on me. I wish your suggestion was the solution but not this time.
If you have any other ides/tools, to suggest, please do.

Possibly Photoshop CS5 is already uninstalled.
Have you tried re-booting the computer then re-installing Photoshop?
Sorry, was away for Christmas Day family time.
Photoshop is still installed because I can still open the application; but it does not function.
I considered a re-install but I was concerned that it might do the 2nd install in a new location... as in Adobe(2)....
and leave the remnants of the first install still in place. Do you think it would overwrite the existing folders?
I suspect it would overwrite whatever remains partially installed.
Why not try it and see? You have nothing to lose and a functioning Photoshop to gain.
