The deleting or disabling of the OldFilm.AEX file seems to be working for many to resolve the No Disk Premiere Elements 13 error.
Let us know if it works for you also.
I had the same problem. Removing OldFilm.AEX worked for me.
Thanks for letting us know that the Premiere Elements 13 No disc error issue was resolved by deleting that OldFilm.AEX file.
This seems to be the major fix for this issue at this time.
You have made a great contribution in reporting your results. Much appreciated by all.
finding and removing the system file: OldFilm.AEX fixes the problem. I was disapointed to see after I got the minor update a few weeks ago. The problem came back because it was never addressed. I needed to do the same thing. Go to the Program Files directory, Adobe, premier and find the file OldFilm.AEX and delete it.

A new question, What is the easiest way so see exactly what version of Adobe Premiere Elements I am running? I know it is v13, but I'd like to see the exact version that reflects the latest update please.
Thanks for the follow up.
You are right. The No Disk error issue of Premiere Elements 13 was not addressed in the 13.1 Update. Have you see the thread that
I started here on the 13.1 Update details and what has and has not been fixed (from users' perspective)?
For Premiere Elements, Expert workspace Help Menu/Adobe Premiere Elements and the pop up should display the version
number at the top.
For Elements Organizer, Help Menu/About Elements Organizer.
If you go to Premiere Elements, Expert workspace Help Menu/Updates, do you get a message that the program is up to date?
Please let us know if you have questions or need clarification on this.
