Do you get the Adobe watermark when you open a new project in the purchased product?
Are you opening project file from the tryout in the purchased product and seeing the Adobe watermark? If so, in that project, go to Timeline Menu/Delete Rendered Files to remove the Adobe watermark.
Please let us know if the above was the factor involved. If not, we will consider further troubleshooting strategy.

When you did the reinstall troubleshooting for this issue, did you go through the scenario
a. uninstall the usual Control Panel route
b. free ccleaner run through https://www.piriform.com/ccleaner/download
c. reinstall with antivirus and firewall(s) disabled?
If you have and still the Adobe watermark, you could consider a different source for the installation files
and insert your purchased serial number in them at installation.
With this route, you need to read and carry out carefully the web site's "Note: Very Important Instructions" so that
you do not get an Access Denied message.

Add On...when you are in the Adobe Watermark situation (even if new project), go to default location Documents/Adobe/Premiere Elements/13.0 and the Adobe Premiere Elements Previews File Folder to assure that there is nothing in that folder.
