What are you doing to trigger this error message?
Are you trying to apply the effects from Bridge, from the menu bar, or from the Effects and Presets panel?
What is the exact version number of your AE down to the last decimal? I know you said you had the "latest" version, but we've had a lot of people say that incorrectly because their CC app was reporting things being up to date when they weren't.

I dont know exactly what is triggering the error message, but it seems that some plugins either didn't install correctly or not at all or the files are corrupt?
This error message displays when I first boot up After Effects, and if I try to apply the plugin on a plain 1280x720 solid it comes up with the same message.
And I am not sure how to find out the exact version of AE CC I have!?

It sounds like you need to uninstall and reinstall because that is some weird behavior.
I dont know how to find out my After effects version but when I try to use the plugin "Track Motion" it says "After Effects error: plug-in "3D Camera Tracker.aex" could not be loaded (127) ( 48 :: 46 )
Look for the "About After Effects" menu selection. The precise version number is there/
