What happens when you open the PRE13 Folder? What do you see inside it? Please let us know in detail.
What is the file name of the file whose properties you are reading? Where did you find this file? Is it called setup.exe or something else?
I am heading over to your other threads to determine how far you got with the Premiere Elements 13 that we have been discussing previously...where we were trying to find and delete the Adobe Premiere Elements Prefs file and, if necessary, the whole 13.0 Folder in which it existed?
Did you delete that Premiere Elements in order to install this Premiere Elements 13 tryout?

1. After you double click the PRE13 Folder to open it, do you scroll through the contents and find the setup.exe file?
2. If you do, if you have not already, right click the setup.exe, select and apply Run As Administrator. Then double
click that file to open it to begin the installation.

When I click on the shortcut to premier elements 13 I get the box that shows the organizer on the left and the Video Editor on the right so thats giving me a choice to choose from
If I choose the organizer it takes me to my media where all my photos are stored
I can make folders with names on so for example i have photos name Christmas 2014
I also have videos from the summer of 2014 called Flamingo Land which is a theme park
If I go into Folders I see quite a lot of folders. Some are names that I have called my Albums and some I have never heard of?
When I click into them they are give me the same photos from the Christmas 2014 album?
They are called the below
album 16x9c71ff90bee2f8 (never heard of this?)
array_16x9_theme_966bad (never heard of this)
Christmas day 2014 (One of my albums is called this)
classic_16x9_theme_48b99 (never heard of this)
confetti (never heard of this)
festive(never heard this one)
Flamingo land (this is one of of my albums)
Memories_theme_8e00843 (never heard of this one)
Nana Beach 2014 (This is a folder from my Photoshop Elements 12 but I have never put it into premier 13?)
I deleted the albums but everything stayes as it was so the photos and videos didnt delete?
i Deleted them all manually and then in my folders were themes only?
With regards to the file of the properties I am reading I mean that I have downloaded the trial version of Premeier 13 because I cant use my bought one so what I thought was that I could use the trial and then buy it if it worked?
So I downloaded it and it shows as a file icon on my desktop and then when I try to open it it shows two folders, one that says PRE 13 and the other says ReadMe
If I right click on the icon then I go into properties it says in Attributes Read only (Only applies to files in the folder)
I haven't deleted Premier Elements 13 to download the trial version so on my desktop I have a trial version of Photoshop Elements 13 (which is ok) and also my Photoshop Elements 12 (which I have been using for a while now) and Premier 13 (which I cant use ) and the Trial version of Premier 13 (which I cant use)

Too many things going on. Too many threads to coordinate on the basic issues of Premiere Elements 13 (purchased or tryout) not working for you. However, here is my suggestion for getting on course. Please check it out and then we can decide what is going to work to get you working Elements programs.
1. You have purchased Premiere Elements 13, and it is not working. Right? Uninstall that program using the regular Control Panel Uninstall program way.
We need to clean up that computer. Do a free ccleaner run through to get rid of leftovers from incomplete uninstalls reinstalls.
This ccleaner way is the 100% way to go but if introducing the ccleaner to you is too confusing, then we are going to be forced to omit it and hope for the best with the rest of the instructions. You have the installation files and serial number for this purchased product so you can install this at a later time if necessary. Right?
2. If you have downloaded the free 30 days tryout of Premiere Elements 13 from Adobe and the Adobe Premiere Elements 13 Folder from the download is on your computer, open that folder. Then open the PRE13 Folder inside the Adobe Premiere Elements 13 Folder and go scrolling through the long list of contents until you find "setup.exe". When you get to that file, right click it, select and apply Run As Administrator. Then double click that setup.exe file to start the Premiere Elements 13 program.
Please consider following those instruction to the letter and putting aside any detours until we get a definite can or cannot not do or why not. I may be getting the wrong impression, but I am strongly suspecting that you are making detours in the troubleshooting which are getting you into deeper troubles.
Please let me know what happens following the above to the letter.
